3 Axis Insights was founded in 2024 by Elaine Farber Budish to help organizations bridge the gap between two-dimensional plans that sit on shelves and three-dimensional initiatives that achieve outcomes in the real world. Grounded in her extensive experience leading inclusive, evidence-driven change efforts across the country, Elaine’s consulting approach supports clients to use equitable, human-centered tools for decision-making, design, and change management.

As a senior leader with proven results in public-sector strategy, programmatic innovation, DEI, and data-driven process design and improvement, Elaine is known for providing practical, collaborative support to public-sector, education, and non-profit clients working to increase their capacity to deliver effective services and grow their impact.
